“Breathing” is a single by Kate Bush, the first cut from her 1980 album Never For Ever, with backing vocals by Roy Harper.
The single was issued on April 14, 1980, four months before the album was released, and reached number 16 in the UK charts. It was the first single by Bush to feature a non-LP track on its B-side, “The Empty Bullring”.
“Breathing” is about a foetus, very much aware of what is going on outside the womb and frightened by nuclear fallout, which implies that the song is set either during a nuclear war scare or a post-apocalyptic birth. The lyrics also refer to the foetus absorbing nicotine from the mother’s smoking. In an interview that year Bush described the song as her “little symphony”, adding that she considered it her best work to date.

The effort to jam the bill through Congress made the public dubious. Most Democrats voted for a version of the bill on the first round without having read, let alone digested, its thousands of pages. As the Christmas Eve vote approached, desperate last-minute stocking stuffers appeared in the small print, such as a $1.2 billion payoff to the state of Nebraska that secured Sen. Ben Nelson’s reluctant vote. Obama had promised us a transparent “Google Government,” but now we know what Obama government actually looks like: ambitious and generous, perhaps, but also secretive, Chicago-style, and way too complicated. Fewer than half of voters now support the legislation, murky as it still is to them. Crucially, support has cratered among independents.

“A new and shameless standard for vote selling”
In this crisis, several Democrats and the two independents saw an opportunity to leverage their vote into sums they could not have otherwise imagined.
Louisiana’s Mary Landrieu received $100 million in Medicaid support for her state. Connecticut’s Chris Dodd brought home $100 million for a new hospital.
Patrick Leahy, of Vermont, negotiated a 10-year, $600 million Medicaid subsidy for his state.
Florida’s Bill Nelson arranged for the 800,000 Floridians enrolled in private Medicare Advantage programs to keep their extra benefits, which seniors in other states stand to lose.
Independent Bernie Sanders, angered when the “public option” was dropped from the bill, was brought back into the fold by the promise of $10 billion to support community health centers.
For providing the 60th vote, Nebraska’s Ben Nelson arranged for the federal treasury to pick up the tab for Medicaid expansion in the Cornhusker State for 10 years at a cost of $100 million.
Blue Cross Blue Shield of Nebraska will be exempt from paying an annual fee other insurers must pay.
Certain policies sold by Mutual of Omaha, the insurance company best known for its “Wild Kingdom” television program, will also be exempt from the fee.
We are not so naïve as to believe that legislators don’t trade favors in order to get legislation passed.
Within reason, it’s the way things get done.
But passage of the Senate’s bill set a new and shameless standard for vote selling.

All taxpayers are supposed to be equal, but in the Senate’s proposed healthcare overhaul, Nebraska taxpayers are more equal than others.
That’s thanks to Nebraska Sen. Ben Nelson, the Democrat who withheld his crucial vote on the health-care proposal until Senate Majority Leader Harry Reid of Nevada, a fellow Democrat, agreed to have the federal government pay for 100 percent of the increased Medicaid costs that the overhaul would impose on Nebraska.
Those extra costs are imposed on the other states, too, but only Nebraska taxpayers are spared entirely from paying for them, and to one degree or another, taxpayers in Vermont, Massachusetts and Louisiana also get a break. These perks would be covered by the taxpayers of all the other states, including those in Ohio.
This certainly is unfair and even might be unconstitutional, and it should be among the first things corrected when a conference committee begins work harmonizing the House and Senate versions of the healthcare overhaul.
All legislation involves some amount of political horse-trading. This is why the perennial pledge of every politician to eradicate waste, fraud and abuse in government is so specious. Waste, fraud and abuse is built into much legislation right from the start.
But in the face of mounting public opposition and controversy, the effort to pass the health-care overhaul provoked extraordinary amounts of legislative extortion and extraordinary bribery. Nelson showed himself to be a shameless and masterful manipulator of the process.
But his deal shouldn’t be allowed to stand. And while the conference committee is at it, it should strip some of the other egregious bribes paid to pass this legislation. These include:
Sen. Patrick Leahy, D-Vt., held out for a 10-year deal to get additional Medicaid benefits for his state totaling $600 million.
Sen. Max Baucus, D-Mont., demanded special Medicare benefits for residents of Libby, Mont., who have asbestos-related ailments.
Sen. Mary Landrieu, D-La., got at least $100 million in Medicaid benefits for Louisiana.
Sen. Chris Dodd, D-Conn., got $100 million to build a university hospital in his state.
Massachusetts is in line for a $500 million cushion.
While the measure imposes taxes on high-value “Cadillac” health plans, longshoremen, electrical linemen, police, firefighters and workers in fishing, forestry, mining and construction who have deluxe health coverage will be exempt.
Cosmetic surgeons succeed in dodging a 5 percent tax on procedures and, instead, tanning parlors will pay a 10 percent tax.
In North Dakota, South Dakota, Wyoming, Montana and Utah, doctors and hospitals will be paid more than providers in other states.
Medicare Advantage customers stand to lose these benefits, except in Florida, where Democratic Sen. Bill Nelson negotiated a deal to allow 800,000 Floridians to keep their Medicare Advantage plans.
A health-care overhaul proclaimed as a measure to eliminate unfairness and extend health-care coverage to all will be paid for by sticking it to some taxpayers more than others and carving out exemptions and lucrative deals for various special interests.
Some governors already are screaming about the additional costs, never mind the inequity. New York’s Democratic Gov. David Paterson and California’s Republican Gov. Arnold Schwarzenegger are demanding that the Medicaid provisions of the bill be reworked.
Paterson, whose state faces a 2010 budget shortfall approaching $7 billion, said the measure would cost New York another $1 billion. Schwarzenegger said his state, already facing a $20.7 billion budget hole, also would be clobbered by the Medicaid expansion.
Ohio officials have not yet calculated the additional costs, but the governor’s office estimates that as many as 560,000 Ohioans might be added to the Medicaid roll. Currently, almost 2 million Ohioans are enrolled at a cost of about $13 billion a year.
These gross inequities should be eliminated as the two bills are reconciled by a joint House-Senate committee. If they aren’t, attorneys general in a number of states are considering whether to mount a legal challenge to the inequities on constitutional grounds.

A likely scenario is that Congress will do away with the inequities not by requiring all states to foot the bill equally for Medicaid expansion, but by guaranteeing that the federal government will pick up 100 percent of the cost of the expansion.
While this would solve a problem for the states, it creates a bigger problem for the nation.
With a $12.1 trillion national debt and projected annual deficits of $1 trillion for the next decade, the U.S. simply doesn’t have the money to pay for a Medicaid expansion.
Certainly this would put an end to the fiction that the health-care plan is “paid for” and that it would decrease the deficit.
The only thing the health-care overhaul is likely to accomplish is to extend health insurance to millions of people who now lack it.
But the plan will drive up the deficit and will not bend the health-care cost curve appreciably.
People will pay more for health care and probably receive less.
And if current carveouts and exemptions survive the House-Senate conference committee, the plan will be paid for in a grossly unfair manner.
(Medicaid expansion and carveouts and exemptions was NOT the way to go. The best thing that could happen would be to start over and consider WydenCare. Perhaps some Repubs believe it best to let the Dems hang themselves with ReidCare. I hope that’s not the case. I hope Republicans are out there sounding the trumpet of how grossly unfair the Senate bill is.)

Bad ethics
I believe that any congressman/woman who accepted a monetary favor in any fashion for his or her vote should be subject to impeachment and expulsion.
For example, Mary Landrieu of Louisiana and Ben Nelson of Nebraska, and any others guilty should be expelled from the Senate and the House.
Also, Sen. Bill Nelson of Florida got special treatment for Florida seniors for Medicare Advantage, which other states did not get. This was obviously a quid pro quo for his support to the bill.
This is not right, and Sen. Nelson should be defeated in his next election if not removed earlier.
All of this unethical behavior is unbelievable to me.
I think the government in Washington is a cesspool of illegal behavior, and I think the only solution is to vote every one of them out of office.
I am not naive enough to think any of this will happen, but it should. We the citizens must demand better, more ethical government. Our representatives are out of control and show zero character in their actions in Washington.
I am absolutely ashamed of our current government in Washington.

With ping-ponging, the chambers send legislation back and forth to one another until they finally have an agreed-upon version of the bill. But even ping-ponging can take different forms and some people use the term generically to refer to any informal negotiations. Whatever form the final discussions take place, a decision to bypass conference would undoubtedly expedite the debate, clearing the way for final passage (if not signing) by the end of January.

A Nebraska senator wants South Carolina Attorney General Henry McMaster to “call off the dogs,” but McMaster and 12 other state prosecutors are still trying to throw out a provision in the Senate health-care bill that exempts Nebraska from paying matching funds for expanded Medicaid, a spokesman for McMaster said Saturday.
The spokesman, Trey Walker, said Nebraska Sen. Ben Nelson, a Democrat, called South Carolina Sen. Lindsey Graham, a Republican, and asked how he could get McMaster to “call off the dogs,” and Graham told him to call McMaster directly.

“Senator Nelson told the attorney general that it was simply a ‘marker’ placed in the U.S. Senate version of the bill and assured the attorney general that it would be ‘fixed.’”
However, that would mean no state would pay the Medicaid match, Walker wrote, and McMaster said the goal of the attorneys general is to have the Nebraska provision removed from the bill “because it was constitutionally ‘flawed.’”
“McMaster also said he saw no way that he — nor any of the state attorneys general — will support the extension of the Cornhusker Kickback to every state nor be part of a deal like that,” Walker wrote in the memo.
Nelson could not be reached for comment.

When Ben Nelson told South Carolina Attorney General to call off the dogs all states would get the same benefits Nebraska got, then a grand jury needs call to investigate perjury charges against reid, murray and schummmmer for lying to the CBO.
This it appears the democrats leadership planned but withheld information from Government Officals in the CBO so they could not provide accurate information on costs.
Now we know obamacare will cost about $4 trillion distorted instead of being deficit neutral.
reid, murray , schummmer, deadfiah and obama are creating a PONTZI scheme far worse then Madhoff and all should RESIGN immediately if found guilty of perjury.

His chief of staff sent a letter to the ringleader of the Republican states attorneys general proposing to file suit against the federal government on behalf of states not getting Nebraska’s break.
In that letter Nelson’s chief of staff audaciously claims that Nebraska isn’t receiving special treatment since, he states, the same Medicaid deal

Nelson discussed the kickback provision of the bill at some length on the floor of the Senate on December 22, provoking Greta Van Susteren to ask: “What did Ben Nelson just say about his deal?” In fact, it isn’t entirely clear to me what he was saying.
Michael Gerson devoted an indignant column to the Cornhusker Kickback on December 23, Nelson contacted him the following day to offer a defense: “He insisted that the Sen. Harry Reid-crafted language in the Senate’s health-care reform bill that exempts Nebraska from paying its share of Medicaid expansion was simply a ‘marker’ – part of a legislative strategy to press for an ‘opt-out’ of Medicaid expansion for all states in the House-Senate conference.” Again, as Greta Van Susteren’s question implies, translation is necessary.
Someone has some explaining to do. As Nelson attempts to cop a plea with the attorneys general, Nelson is the only one talking. His usually loquacious partners in crime have fallen silent. Has Nelson ratted them out?

What, other Senators don’t understand the bill either, and have failed to realize this is a windfall for all? Please. Either the CBO score is awry and this bill will blow up the deficit or Nelson is offering Reid a refund. Either way I bet the voters of Nebraska won’t be happy.

When I first read this story, I actually had to laugh, who in the hell does Ben Nelson think he is asking the attorney general of another state to forgo any legal action.

Nebraska Democrat Ben Nelson’s crucial 60th vote allowed his Senate colleagues to block a likely Republican filibuster and pass their version of the health overhaul legislation last month, but it also brought him unwelcome attention at home, The Wall Street Journal reports.
Nelson backed the bill after securing a unique deal for his state – the federal government would foot the bill for Medicaid expansions in Nebraska as part of the overhaul – causing an immediate GOP rebuke.
“Republicans have derided the bill as the ‘Nebraska Windfall.’
Sen. Lindsey Graham (R., S.C.) called it ‘sleazy.’
Even the state’s governor, Republican Dave Heineman, has been critical of the deal.”
A recent poll showed Heineman – a possible 2012 contender for the Senate seat – beating Nelson with 61 percent of the vote.

Graham says Democratic senators actually inserted special provisions that exempt their state and businesses from the effects of the bill.
Right now our state’s attorney general Henry McMaster is leading an investigation into whether the deal is constitutional.
“If you want an idea of how bad this bill is, just look at the number of Democratic Senators who inserted special provisions exempting their states and businesses from the effects of this legislation.
They know it’s going to be devastating,” said Graham.
The senator also said some medical insurance companies are getting perks.
“In the state of Michigan, Blue Cross Blue Shield will be exempted from paying certain taxes.
*** In the state of Florida, seniors who enjoy the benefits of participating in Medicare Advantage will be protected from losing that coverage, a benefit not provided to seniors in other states,” Graham said. ***
(For the life of me, I don’t understand why grandma and grandpa aren’t up in arms about this. So blatantly unfair! So unAmerican!)
“The legislation is loaded with similar provisions.
It’s certainly not the way we should be legislating on an issue as important as health care, which comprises one-sixth of our national economy.
Without a doubt, the health care policy contained in this bill is bad medicine for America and the Senate’s actions were the worst of Washington politics.”
The health care bill will now be meshed with the House bill before going to the President’s desk.

One of the 13 state attorneys general considering a challenge to the healthcare bill is calling what he says is an offer made by U.S. Sen. Ben Nelson “unacceptable.”
Nelson, a Democrat from Nebraska, gave Senate Democrats their 60th vote in passing the legislation after a measure was included that exempted his state from having to pay for any newly eligible Medicaid recipients.
South Carolina Attorney General Henry McMaster is leading the group of AGs who may challenge, and he says Nelson told him the exemption would be offered to the other 49 states if the group does not.
On Monday, Alabama Attorney General Troy King supported McMaster’s refusal of the deal. He called the offer “unacceptable under any and all circumstances.”
“Thursday night, Senator Nelson called South Carolina Attorney General Henry McMaster and offered to give all states their own version of the Nebraska Compromise in return for our attorneys general group calling off the dogs,” King said.
“Attorney General McMaster’s response was exactly correct – we reject Sen. Nelson’s offer. This issue has never been about healthcare reform legislation; rather, it is about upholding the Constitution.
“I cannot stop the United States Senate from making shady deals and passing bad legislation, but I can object to a violation of the Constitution and take actions as attorney general to stop it.”
Other attorneys general in McMaster’s group are Washington’s Rob McKenna, Michigan’s Mike Cox, Texas’ Greg Abbott, Colorado’s John Suthers, North Dakota’s Wayne Stenehjem, Virginia’s Bill Mims, Pennsylvania’s Tom Corbett, Utah’s Mark Shurtleff, Florida’s Bill McCollum, Idaho’s Lawrence Wasden and South Dakota’s Marty Jackley.
Nelson defended the bill in television ad that aired during the Holiday Bowl, in which the University of Nebraska was playing.
Politico reports that other Senate Democrats have made no mention of extending the provision to other states.

Democrats would enjoy some strategic advantages by declining the formal conference process. They would avoid having to go through a series of votes on appointing and directing conferees, and having to invoke cloture on a conference report. The process would presumably also allow Democrats to work out differences on the health bill internally, and avoid GOP manuevers to stall passage of the legislation

While ping-pong eliminates some procedural hurdles in the Senate, such as conferee selection, it won’t avoid the debate processes, including another cloture vote to get the bill on the floor and to get it to a final vote. As Kathryn Jean Lopez notes at The Corner, that means the final version has to look almost identical to what the Senate passed before Christmas
So unless house passes as is there will be one more cloture vote

Nelson may be looking for an excuse to rescue himself and block the bill anyway. We’ll see what ping-pong does, but it’s more likely that the House will accept the Senate bill as is than avoiding cloture on a compromise would be. But clearly the Democrats are worried about at least one cloture vote, or Nelson would be irrelevant.

According to McMaster’s Chief of Staff Trey Walker, “Senator Nelson told the attorney general that it was simply a ‘marker’ placed in the U.S. Senate version of the bill” and that “Senator Nelson said it would be ‘fixed’ by extending the Cornhusker Kickback (100% federal payment) on Medicaid to every state.”
A “marker?” How nice of Nelson to consider kickbacks for all the other 49 states. Is this your idea of a “fix,” Senator? Why stop there?
Perhaps Senator Ben Nelson should ask for big government to apply his tax-and-spend financial concept to ALL the future spending needs of all the states!

Another constantly repeated lie is that you’ll be able to keep your insurance plan and your doctor if you like them.
You can’t possibly make that promise stick.
When you reorganize the health-delivery system and radically transform one-sixth of our economy, you can’t be sure the same doctors and insurance companies will even be players.
Investor’s Business Daily published its study showing that 45 percent of doctors will quit the practice.
Mr. Obama, in almost the same breath, says he’s cutting funding for Medicare Advantage, which will kill that coverage for about ten million seniors, while also saying you can keep your coverage if you like it.
(Unless you’re a lucky senior in one of three counties in the State of Florida! – sarcasm)
Mr. Obama is willing to say anything to sell ObamaCare.
Still another major lie is that the bill is deficit neutral.
That’s based on an out-and-out fraud, brought about by postponing benefits for about four years, while immediately instituting new taxes and fees.
Using that kind of accounting gyration, you can make anything deficit neutral for the first ten years.
This is budgetary gimmickry worthy of Bernie Madoff.
Another related fraud involves the Medicaid maneuver.
Part of the deficit is being hidden by pushing costs onto the states, by bringing 15 million more people into Medicaid.
This can virtually break some states, throw them into deficit positions and, yet, it doesn’t show up when only federal deficits are considered.

And equating Truthers with Birthers is just nonsense, it’s hardly the same thing.
A long time ago I wrote about a dream I had about Obama just prior to his election.

The 70’s were tumultuous for those of us who remember. They felt a lot like 2009. Between the looming recession and global warming, there are a lot of 70’s things which feel very current. So we are back in the era of growing our own vegetables and also hopefully enjoying the benefits of a new and, it feels like, a refreshing and fun return to appreciating what doesn’t come pre-packed.

Sharon Brown of Miller Place, 39, her husband and their one-year-old daughter Margaux, were hiking with three tourists near Castle Forest Lodge at Kenya National Park, about 65 miles north of Nairobi.
“The elephant emerged from the bush at full speed without any warning,” lodge owner Melia van Laar told the Associated Press.
“Everybody ran away, but the lady, burdened by the weight of the baby perhaps, or in panic, was not able to run fast enough.”

A Long Island native and her 1-year-old daughter have been identified as the victims who were trampled to death by an elephant this week in Kenya.
John Laurie of Miller Place tells The Associated Press that his daughter Sharon Brown was killed by the charging elephant. The woman’s 1-year-old daughter Margaux also died. The trampling happened Monday near Mount Kenya National Park.
Brown, a 1989 graduate of Miller Place High School, had worked for about four years as a librarian and teacher at the International School of Kenya. Her husband was also a teacher at the school.
Before going to Kenya, Brown also spent several years in the Peace Corps.
John Laurie says plans for a funeral service on Long Island were still being arranged.

This Wall Street Journal story provides a handy summary of the bill, as it stands after the secret cutting and pasting in White House supervised talks. The short summary: Huge tax hikes, including on so-called “Cadillac plans” which are actually very common; massive Medicare cuts; a mandate for all but poor people to buy insurance (another big hit on your wallet); and subsidized insurance for poor people.No word yet on how the Stupak amendment is faring. Almost certainly it will be on the cutting room floor.That’s it in a nutshell, though the downstream consequences to medical care from skinnied down insurance policies and doctor and hospital shortages are going to roll out in future years as will the massive deficits. Even so the Obama-Pelosi-Reid team spent yesterday trying to figure out how to spend even more money on the subsidy side.

And I ask you, specifically, where’s this half trillion dollar in Medicare cuts going to come from? About $100 million from Medicare Advantage, and that’s going to get socked to the old people, but what about the other $400 billion? EJD: Well, some of it, what they’re talking about is moving away from fee for service medicine. And they’re talking about a lot of different ways of charging people for medicine that encourage activities by doctors that deliver care more efficiently. The truth is we are shifting money that’s paid into the health care system one way, and paying it back into the health care system another way. And so I am persuaded that you are not going to see seniors, once this thing actually takes effect in 2014, or 2013, if they back it up a little bit, I don’t think you are going to see seniors wildly unhappy. And I think you’re going to see a lot of seniors very happy as they close the donut hole on the prescription drug benefit. So again, I think some of the polling among seniors against the bill reflects the fact that this generation of seniors is very Republican compared to the earlier, the earlier New Deal generation of seniors

HH: Yes. BK: …which is to his credit for a liberal. And on number one, in six months, if this thing goes through, seniors are going to be getting their letters from their Medicare Advantage insurers, telling them that they’re being forced to be cut from Medicare Advantage, and/or pay more for this program. I think that is, so it’s going to be bad for people who voted for it, and in addition to all of the other things that are coming down the pike if this thing were to go through. I was just up on the Hill today meeting with leadership staff. I think there’s a chance this thing could be stopped, two ways, obviously. If Scott Brown wins in Massachusetts in less than two weeks, in the Senate seat or the Senate race for Ted Kennedy’s seat, but even in the House, the more people look at it, it doesn’t go up in the polls, the Democratic leadership keeps saying hey, when this thing passes, it’s going to become more popular. It passed the House in early November. It passed the Senate on December 24th. It hasn’t gotten more popular. Why is it going to get more popular when they make some more deals in back rooms, and jam it through one more time, you know? I think the Medicare Advantage, incidentally, I think is the little…people haven’t quite focused on it. The cuts in Medicare Advantage are really damaging. They hit middle income and lower middle income seniors. They’re going to happen in real time next year. They’re not five years out. This is, incidentally, the program for which Florida Senator Bill Nelson made the special deal with protects some Florida seniors from the cuts that every other senior in the country is going to experience. So I think health care remains a huge problem for the Obama administration and the Democrats in Congress.

There’s a new Rasmussen out of Arkansas today that shows that State Senator Gilbert Baker leads Blanche Lincoln by 12 points.
There’s obviously, Ben Nelson has hemorrhaged support in Nebraska.
He’s not on the ballot, obviously, in 2010, but he’s got to come back in 2012.
Do you see a crack in the Senate when they need their 60 and they come back?
Will either of them walk away from certain electoral disaster?
BK: They could, but I think honestly, it’s going to be easier to beat it in the House, just because the House goes first.
I think if they get it through the House, it’s hard for any one Senator to block it, where some of these House Democrats, they’re going to lose, I think, Bart Stupak and the pro-life, the really serious pro-life Democrats, which is six or eight, I think, because I don’t think they’ll go with the Stupak language.
And then I think they’ve got Blue Dogs, they would then need Blue Dogs to flip.
They would need some…Pelosi’s going to need some Democrats who voted against it the first time to say hey, this is a better bill this time, I can vote for it.
I don’t think that’s a plausible rationale.
I think the cuts in Medicare, as I mentioned, are going to be very damaging.
And of course, Massachusetts is happening, and I’ve been in close touch on that race, you’ve been following it, too.
There’s a private poll from last night that has the race shrinking, the lead shrinking to six.
Rasmussen showed it at nine two days ago.
And this is pretty amazing.
Among those most likely to vote, you know, the pollsters ask the questions, have you voted the last two or three times, are you very certain you’re going to vote this time, among the really hard core people who are going to vote, Brown has a slight lead, the Republican.
Now you know, it’s twelve days from the election, it’s a hugely Democratic state, they’re going to play the Ted Kennedy sympathy card.
Still, it’s pretty striking that they’re having, I think they’re going to have so much trouble in Massachusetts.
And conservatives are energized.
The question is can Brown get the independents? He’s getting a lot of them.
Can he get enough of them?
I also hear that Brown raised $250,000 dollars online yesterday.
(Perhaps wishful thinking on Hewitt’s and Kristol’s part? I am astonished that Reid did not foresee the public outcry against these stinky provisions. Americans are a fair-minded people. And they don’t like having their intelligence insulted. All 50 states will want the same Medicaid deal Nelson got. Obama — Reid — Pelosi know this. How can they say with a straight face that this bill is deficit-neutral?!)

… two assumptions that Obama carried into the White House — assumptions that were shared by many who hadn’t voted for him — have proved to be unfounded.
The first is that economic distress would lead more Americans to favor big government policies. The second is that Obama’s personal characteristics and his repudiation of many of his predecessor’s policies would change the minds of America’s critics and enemies.
Any doubts that these assumptions were mistaken were dispelled at Christmastime. On Christmas Eve, the Senate passed a massive health care bill that according to every public opinion poll is opposed by most Americans. And on Christmas Day, Nigerian terrorist Umar Farouk Abdulmutallab came close to destroying an airliner as it was preparing to land in Detroit.
The unpopularity of the stimulus package, cap-and-trade legislation and the various health care bills probably surprised the congressional Democratic leaders who put them together and the president who, with surprising passivity, indicated he would sign them. After all, weren’t these ways to spread the wealth to ordinary people, as Obama put it to Joe the Plumber?
But through most of our history, Americans have preferred policies that enable and help them to amass wealth rather than those that purport to transfer someone else’s wealth to them. The biggest outpouring of political sentiment this year came from those who thronged to “tea parties” and denounced increases in the national debt as stirringly as did the first Democratic president, Andrew Jackson, who actually paid it all off.

On the stimulus, the budget and health-care reform, Gregg told the Sunday News in mid-December, “This Congress is basically spending this country into bankruptcy and doing it in a very conscious way of trying to ‘Europeanize’ America, where you have the government running vast amounts of the private sector.”
Late in the year, Gregg was still appearing on television blasting the Democrats’ health care-bill and the Obama administration’s proposal to use unspent TARP funds and loans repaid by the troubled financial institutions to finance a $100 billion jobs package instead of paying down the deficit.
“It’s an outrage,” he said. “An absolute outrage. And you know who pays the bills? Our kids. It’s not right. It’s not fair and it’s not appropriate.”

Three years ago, Wyden introduced the Healthy Americans Act in an attempt to bring healthcare reform.
“We shop for about everything else in the U.S., but nobody can shop for medical care,” Wyden said. “Much of healthcare is almost a competition-free zone.”
His specific legislation did not pass, but Wyden said the Patient Protection and Affordable Care Act passed by the Senate in December is a step in the right direction.
Addressing concerns brought up by audience members, Wyden said veterans’ services and military medicine were not impacted by the new legislation and that it does not provide federal subsidies for illegal aliens.
Still, he said no matter what happens with healthcare reform, there is bound to be controversy.
“I don’t pretend, folks, that there are easy answers to this,” Wyden said.

COLUMBIA, S.C. (AP) — Two top state prosecutors are asking attorneys general across the country to let Washington know if they oppose the health care reform bill they say includes a political deal for Nebraska.
South Carolina Attorney General Henry McMaster and Oklahoma top prosecutor Drew Edmondson asked their colleagues Wednesday to call on U.S. House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid to remove the provision.
Republican U.S. Sens. Lindsey Graham and Jim DeMint of South Carolina say the legislation was amended to win Nebraska Sen. Ben Nelson’s support.
Last week, McMaster and 12 other Republican attorneys general threatened to sue if the estimated $100 million deal he has dubbed the ”Cornhusker Kickback” were not removed in conference committee.
Edmondson is the only Democrat to join.

OMAHA, Neb. (AP) – Sen. Ben Nelson says he’s asked Democratic leadership to extend to all states the extra Medicaid funding promised to Nebraska in the health care reform bill.
The Democrat wouldn’t say on Thursday who he’s spoken to regarding the so-called “Cornhusker Kickback,” but he said he’d see to it that Nebraska won’t get a special deal.
In exchange for his crucial support of the reform bill, Nelson was promised federal funding to cover Nebraska’s entire cost of a Medicaid expansion.
Last week, 13 state attorneys general threatened to sue if the extra Medicaid funding were not removed from the measure.
Nelson says that if he can’t secure a similar deal for all states, he wants states to be freed from paying the cost of Medicaid expansion in 2017 and beyond.

Sen. Ben Nelson (D-Neb.) has begun negotiations with Senate Democratic leaders to expand his special Medicaid funding deal to all states or to allow states to opt-out of the Medicaid expansion in 2017, his spokesman told POLITICO Thursday.
“There are serious discussions,” Nelson spokesman Jake Thompson said.
The negotiations follow weeks of scathing Republican criticism of the deal, which critics have termed the “Cornhusker Kickback,” arranged by Majority Leader Harry Reid (D-Nev.) in order to help secure Nelson’s support for the health care reform bill.
Senate Democrats have also begun to blast the deal, saying it should be removed before the final legislation is passed. Sen. Blanche Lincoln (D-Ark.), Sen. Sherrod Brown (D-Ohio), Rep. Joe Sestak (D-Pa.) and Sen. Michael Bennet (D-Colo.) have each been critical of the deal.
Thompson said Nelson had always intended to push for other states to receive the same arrangement, which involved the federal government forever picking up Nebraska’s share of the Medicaid expansion. Senate leaders were unable to meet his demand during the December negotiations because they did not have a cost estimate from the Congressional Budget Office, Thompson said.
The Nebraska deal was “a way to put it in the Senate bill and discuss it in conference,” Nelson said.
A Reid spokesman did not immediately respond to a request for comment.

If Nelson deal extended to all 50 states, then HCR NOT deficit-neutral.
Therefore, Reid and Pelosi would have to find a way to pay for it,

The Senate’s bill expands the coverage of Medicaid, a jointly funded program by the federal government and the states, and covers all the costs for the first three years.
After that, states shoulder some of the burden. Nebraska was exempted.
That has angered some of the bill’s critics.
“It’s an understandable reaction, and ultimately, I hope that all of our states can be protected on this,” said Durbin, D-Ill.
For the moment, however, he said, “We’re going to stick with this.”
