    The president has repeatedly urged his allies to finish the legislation, but hasn’t laid out a clear path to get the measure through the final votes in Congress now that the party has lost its 60-vote Senate supermajority.

    On one level, there is potential for common ground.

    Several of Republican ideas have already been incorporated into the Democratic bills, such as some new rules for insurance companies and allowing people to buy coverage across state lines.

    But Democrats want to go much further, spending some $1 trillion over a decade to subsidize health insurance for some 30 million Americans.

    The Republican bill would spend just $61 billion over a decade, but would only cover about three million additional people, leaving about 52 million uninsured, according to the Congressional Budget Office.

    Khamenei, whose public statements should be taken seriously, is promising some sort of devastating “punch” against the West on Thursday the 11th, the same day as the Green Movement is calling for a monster protest against his regime.

    What might he have in mind?

    Since June 12th, the regime has arrested slightly more than 11,000 people, more than 3,000 of whom are still in those nightmare cells. Executions continue at a regular tempo, as does torture.

    The Greens expect the regime to go all out on Thursday. The leaders believe they will be arrested on Friday, and are prepared for it. In his recent interview Mousavi remarked that a large number of his best friends were in prison, and he was sad not to be with them.

    He also said that the Green Movement did not depend on his leadership, or anyone else’s.

    That theory may be about to be tested by Ali Khamenei, starting Thursday.

    Consider that from Jan. 20, 2001, to Jan. 20, 2009, the debt held by the public grew $3 trillion under Mr. Bush—to $6.3 trillion from $3.3 trillion at a time when the national economy grew as well.

    By comparison, from the day Mr. Obama took office last year to the end of the current fiscal year, according to the Office of Management and Budget, the debt held by the public will grow by $3.3 trillion.

    In 20 months, Mr. Obama will add as much debt as Mr. Bush ran up in eight years.

    Some pundits emphasize that Bush is responsible for FY 2009 which ended at the end of the third quarter (October 1).

    That is partly true. But remember, Obama is responsible for the second half (April — September 2009).

    That was the one with all the pork that Obama didn’t care about because it was leftover business from Bush’s reign.

    But look to the future, projected deficits for FY 2010, FY 2011, FY 2012, FY 2013.

    These Dems continue to talk out of both sides of their “collective” mouth.

    That was a Freudian slip!

    Bash Bush for running up the debt, then run up the debt some more.

    And Americans will believe them if Repubs don’t make the case that Obama’s path is unsustainable.

    BTW the Dems keep bringing up Medicare Part D and how Bush didn’t pay for it.

    Gregg has repeatedly pressed Democrats to apply the nearly $500 billion in Medicare-related savings in the House and Senate health care bills toward deficit reduction.

    One option for Obama would be to split the dollars, keeping half to expand health coverage and half to address the long-term solvency of the existing Medicare trust fund.

    Doing so would mean giving up as much as $250 billion in 10-year savings.

    But according to past estimates by the Congressional Budget Office, more than $50 billion of this could be recovered, Gregg said, by embracing something Republicans and Democratic moderates also want: medical malpractice reform.

    “The devil is in the details, but conceptually it is an approach that would have some appeal,” Gregg told POLITICO.

    “If they can substantively address deficit reduction and cost containment, they can attract support for what they want to, making the health care system better as they see it.”

    “Worth considering” was the response of an administration official when asked about the idea of splitting the Medicare-related savings as outlined.

    Gregg has yet to reduce his ideas to formal legislation but bundles them under the catchy title CPR: coverage, prevention and reform.

    The centerpiece is his plan to begin reform by first guaranteeing access to a low-premium policy that protects against catastrophic costs but also expressly allows preventive benefits and disease management under the deductible.

    He would modify the existing Health Insurance Portability and Accessibility Act to allow employers greater freedom to reward workers who participate in wellness programs, such as giving up smoking or losing weight.

    And given his New Hampshire roots, he subscribes to a host of the so-called Dartmouth reforms to promote accountable care organizations and incentivize “shared decision making” between physicians and elderly patients about treatment options.

    His approach is sure to face criticism for being too late and too small bore.

    (Bullshit! Dems thought they wouldn’t need Gregg, so they ignored him.)

    But Gregg’s already shown a willingness to work with Democrats on a compromise related to the HIPAA changes he wants.

    Having a true catastrophic, major medical option for people being mandated to buy insurance fits his mode of “middle working out.”

    “We can all agree that no American should lose their life savings or their home because of illness or injury and that the rising cost of health care severely burdens individuals, families and businesses,” Gregg wrote in his letter to Obama this week.

    “Report after report also confirms that health care costs are a systemic risk to the long-term fiscal health of our nation.”

    (Can Gregg help W.H. save health bill? If that means starting with the Senate Bill, I’m not seeing it.)

    Rep. Paul Ryan has a plan.

    The Wisconsin Republican is a rising party thinker and odds-on future Budget Committee chairman if Republicans capture the lower chamber.

    The Ryan plan does eventually put America into the black without raising taxes, according to the Congressional Budget Office.

    This is critical since growth-killing tax increases will only make budget balancing that much harder.

    How does he do it?

    By sharply cutting future social insurance benefits and partially shifting Americans into private retirement and healthcare plans.

    The new Obama budget plan forecasts a total debt-to-GDP ratio of 77 percent in 2020 (vs. 53 percent in 2009) with an annual budget gap of around 4 percent (vs. 10 percent in 2009).

    Talk about a rosy scenario.

    It assumes brisk economic growth, atypical following financial crises.

    It also assumes some budget cuts and tax increases that are politically unlikely.

    An alternative CBO forecast using — by its own admission — more realistic policy assumptions predicts

    a 2020 budget gap of 7.4 percent and

    a debt-to-GDP ratio of 87 percent.

    (Holy Crap!)

    The Ryan plan tops both.

    In 2020, it would have

    a budget gap of 3.7 percent and

    a debt-to-GDP ratio of 67 percent.

    But notice: even a plan created by a conservative budget hawk accepts abnormally high budget deficits a full decade from now.

    So beware of any politico selling quick fiscal fixes.

    The Obama outline ends at 2020, but the CBO and Ryan plans take their forecast decades out.

    By 2040, Ryan still sees

    annual deficits of over 4 percent of GDP

    (and a debt-to-GDP ratio of 99 percent)

    before a long decline toward annual surpluses in the 2060s as spending eventually dips below tax revenue.

    Those numbers seem alarmingly high — though not vs. the stunning CBO forecast of

    a 223 percent debt ratio in 2040 and over 400 percent by the 2060s.

    Paul Krugman has a sharp column today flaying Republican hypocrisy on Medicare cuts.

    Where the GOP was once happy to propose cuts up to 12 percent on Medicare, and while they’re happy, in Paul Ryan’s budget, to propose cuts that are much larger even than that, they’re screaming bloody murder that Democrats plan to cut Medicare by about 6 percent to fund health-care reform.

    Of course, the flip of the column is that Democrats have been similarly hypocritical.

    Their rhetoric about past cuts would not predict their (correct) comfort with the reforms proposed this year.

    But that goes back to one of the themes on this blog.

    You’ll do a lot better predicting a politician’s position on an issue if you ask which party is proposing the policy rather than how the policy stacks up against the politician’s record.

    Party is a lot more important than ideology in Washington.

    The sooner we understand that fact — and its implications for Congress — the better.

    What liberals are doing is something different altogether. They are attacking the one plan the CBO says will solve America’s fiscal crisis — and they are not putting forward a plan of their own.

    Democrats are fundamentally dishonest on policy. But that is not a surprise, is it.

    Concern about this is what has created and propelled the Tea Party movement over the last year, crystallized on the CBOT floor with Rick Santelli’s cry about moral hazard. Mark Davis on the Tea Parties:

    Finally, the Tea Party movement is not some subculture of bug-eyed lunatics. Any political movement is going to have some characters ranging from colorful to occasionally unhinged, but the insulting tone of much of the coverage of the movement would have you believe that these are fringe extremists who could snap at any moment.

    Well, the truth is, they have snapped already. The sound we are hearing is the proverbial camel’s back breaking after years of reckless spending, punitive taxation and usurpations of liberty that have crippled every citizen’s opportunity to enjoy the full promise of what America is supposed to be about: freedom and opportunity, with the least government necessary to maintain an ordered society.

    The people drifting toward the Tea Party movement are not extreme. They are, in fact, fighting extremism – the extremism that has brought us a government that takes far too much, spends far too much and runs our lives far too much.

    Additionally, the Christian Science Monitor reported today that special interest groups are calling for Democrats to finalize a deal in advance of the proposed summit.

    This comes after leaks on Capitol Hill assert that Democrats have already agreed on the “trick” to push the current Senate bill through the House and use reconciliation for a series of tax and spending fixes demanded by Nancy Pelosi’s progressive caucus.

    That would make the summit entirely moot, as any agreement reached for a new, bipartisan approach at the summit would require the reintroduction of amended bills to both chambers — essentially starting the process from Step 1 over again.

    Republicans have already called foul on this development, and demanded that Democrats tear up the existing bills as a prerequisite for the debate:

    A statement from Michael Steel, a spokesman for House Minority Leader John Boehner.

    “This leaves a lot of unanswered questions.

    Are they excluding governors, state legislators, CBO, and rank-and-file congressional Democrats who have opposed Obamacare and are the reason the president hasn’t had a bill to sign?

    This is new: the White House is vowing to post online the text of a proposed reform package prior to the meeting.

    It doesn’t say whether this will be legislative language or a “plain-English” document.

    But regardless, we should be able to see some of the answers on key topics, like the excise tax, the design of the exchanges, the Medicare Part D donut hole, and a host of other issues.

    The President also wants the Republicans to put their own legislation online as well, before the meeting.

    So we’ll get to compare and contrast.

    In the meantime, Chris Bowers reports that there will be pretty much no movement on any of the key issues, particularly the strategy for the House and Senate to pass a bill, until this health summit.

    The House and Senate appear to be far apart on whether to use a reconciliation sidecar to achieve fixes to the Senate bill, and how to manage that process from a procedural standpoint.

    There you have it.

    UPDATE: House Minority Leader Boehner is saying that the letter “raises unanswered questions”.

    I get the feeling he REALLY doesn’t want to attend this.

    (I get the feeling Boehner doesn’t trust that Obama will deal in good faith.)

    And the Sisterhood keeps “threatening” reconciliation (oh no, not that) a three or four month process that will shred Senate Dems like they are cannon fodder for the sake of Obama’s and the Sisterhood’s dreaming in color. And then, after making the health care bill more liberal, House members get to vote walk the plank, again.

    Thirsty for a life-giving health-care-water victory, Obama stands and says the structure of his bill must not change, but he will listen to Republican ideas.

    And Speaker-whipped Obama will do as she says — and force him to force Senator Reid through the three or four month ObamaCare Senate seat killing zone.

    Meanwhile, the President is convinced that he must walk the plank on health care. He likes doing it. He thinks it is moral and brave. He says if it costs him his election or, by extension, the Dem majority — oh well.

    And Senator Reid is faced with the sisterhood irrationality and a politically suicidal President, while he is a walking dead man in his home state.

    With the buy-off-policy-opposition-with-a-big-fat-U.S.-currency-printing-press-health-care-bailout installed in Louisiana and Nebraska no longer a politically credible option for the Dems, what will they do now? (See hat and rabbit, above.)

    Really, following the advice and strategy of the team-train-wreck that brought you the political disaster known as the Hindenberg, er ObamaCare — what could possibly go wrong?
